Notice on preventing and controlling cyanobacteria blooms in key lakes and reservoirs in 2019

According to analysis by the meteorological department It is predicted that the temperature in most parts of the country from January to May 2019 will be higher than the same period of the year. The temperature in the Taihu Lake, Chaohu, Dianchi Lake, Erhai and other river basins will increase by 0.5-2℃ compared with the multi-year average temperature, which is conducive to cyanobacteria blooms. occur. At the same time, according to water quality monitoring results in January 2019, the chlorophyll a concentration of Taihu Lake and Dianchi Lake was higher than the same period in previous years. In order to implement the requirements of the "Water Pollution Prevention and Control Action Plan" and ensure the safety of drinking water, all localities should actively take relevant measures to prevent and control cyanobacteria bloom disasters in lakes and reservoirs. The relevant requirements are now notified as follows.

　1. Strengthen monitoring and early warning. Strictly monitor the water quality of key lakes and reservoirs and cyanobacteria bloom dynamics, formulate and implement intensive monitoring plans in sensitive areas and high-incidence periods for cyanobacteria blooms, and integrate hydrology, meteorology, water quality and algae monitoring results to strengthen the cyanobacteria bloom situation Analysis and predictive warning. Key lakes and reservoirs such as Taihu Lake, Chaohu Lake, Dianchi Lake, and Erhai Lake should use a combination of satellite remote sensing and manual patrols to monitor algae bloom dynamics. For lakes and reservoirs where large-scale cyanobacteria blooms occur, the occurrence of cyanobacteria blooms must be reported to the local government and our ministry in a timely manner.

2. Formulate an emergency plan. For key lakes and reservoirs where large-scale cyanobacteria blooms have occurred, emergency plans for the prevention and control of cyanobacteria blooms should be formulated, an emergency working mechanism should be established, responsibilities should be clearly defined, emergency material reserves should be strengthened, and emergency plan drills should be carried out regularly.

3. Strengthen algae bloom control in sensitive waters. Carry out cyanobacteria containment and salvage disposal for the water intake of concentrated water sources and the surrounding area of ​​at least 500 meters. Strengthen monitoring of drinking water source water quality and promptly analyze the impact of cyanobacteria blooms on drinking water safety. Supervise and guide water plants to protect backup water sources and maintain and debug related equipment to ensure the supply of drinking water to residents. Strengthen the prevention and control of blue-green algae blooms around sensitive areas such as scenic spots, concentrated residential areas, and leisure venues to ensure that there is no obvious accumulation of blue-green algae, rotting and smelly phenomena. Strengthen the salvage of cyanobacteria in key areas where submerged vegetation is distributed to prevent the degradation of aquatic vegetation.

4. Implement comprehensive algal bloom prevention and control. Continue to promote the ecological environment management of key lakes and reservoirs. Strictly implement nitrogen and phosphorus concentration control in rivers that flow into eutrophic lakes and reservoirs, promptly clean up silt and garbage in rivers and ditches entering the lake, and reduce the pollution load entering the lake. Based on the practical experience of water bloom prevention and control in lakes and reservoirs, measures such as ecological water level adjustment, ecological water diversion, aquatic vegetation restoration, and water ecological regulation shall be appropriately adopted to improve the ecological environment of lakes and reservoirs.environmental carrying capacity and reduce the risk of cyanobacteria bloom outbreaks.

5. Strict environmental law enforcement supervision. Intensify the supervision and law enforcement of key lakes and reservoirs and the areas along the main rivers entering the lake, conduct regular inspections, and severely crack down on environmental violations such as privately installed hidden pipes, abnormal use of water pollutant treatment facilities, and excessive discharge in accordance with the law. Hold relevant personnel legally accountable. Strengthen the management and control of ecological environment space, strictly abide by ecological protection red lines, and severely crack down on the encroachment of river and lake shorelines, reclamation of lakes, and land reclamation in lakes in accordance with the law.

Our ministry will pay close attention to the water quality and changes in cyanobacteria blooms in key lakes and reservoirs, organize and carry out work supervision in a timely manner, and notify areas that are lagging behind in the prevention and control of cyanobacteria blooms.
